Is CBD Hemp Oil a psychoactive substance? Do I need a medical cannabis card to buy it?

All plants in the Cannabis sativa family contain CBD; the difference is how much tetrahydrocannabinol (THC) they contain. Less than 0.3%, and it’s classified as industrial hemp.
